I am not sure. But, how old is this reform? I have used voltmeters more than once, and have always read 220V. But, I have not had to find failures in an installation since at least few years, maybe 5-6 (which is a long time when you still are not 30 years old, so I'm not sure about how many years exactly I did not had to check).
