If you follow the lines you will notice that 'r' means "Desired=Remove" and 'c' means "Status=Conf-files". In other words "removed but not purged". You might want to 'apt-get purge pulseaudio' to eliminate the possibility that it's conffiles somehow interfere (though I doubt it). On the other hand, your use-case is exactly what pulseaudio was designed to do, so you might want to try installing it instead.
