Maybe this will help a little. I just ran "apt-cache showpkg
sysvinit". The output includes  the following *reverse depends*

As an unscientific test, I grabbed file-rc out of the mix there and
ran it. Its showpkg output reflects sysvinit as one of its
*dependencies*:

That showpkg was a handy tidbit I gathered somewhere recently in my
own Debian self-education. I DON'T know how accurate those results are
overall. Maybe the above will tickle someone else's memory of an
ALTERNATIVE tool that can be used to confidently help support or
contradict those results..
