Take a deeper look:
apt-cache show sysvinit | grep Depends

Pre-Depends: sysvinit-core | upstart | systemd-sysv

So you are right, there is a dependency to systemd-sysv but not
exclusively, any of the three init system can be used. And this is the
situation for the other packages as well.
