It appears there is a bug in apt-cdrom that prevents one from installing packages -post-installation- from the USB stick without the need to access the internet. According to people in the know, the bug is said to have been fixed in Debian Jessie. And if the post referenced by http://news.softpedia.com/news/Debian-8-0-quot-Jessie-quot-Should-Arrive-by-the-End-of-2015-391154.shtml is any indication, the official release date of Debian Jessie is end 2015 (a wait of about 20 months.)
