A quick look at the upstream website, which has no easily-spotted links
containing the names of European languages, suggests that you are
entirely correct.
Not really a surprise, of course; it's completely normal for the user
interface of software written in Japan to only be available in Japanese.
It's particularly unremarkable when the advertised purpose of the
software is to provide a comfortable browsing experience for a
mostly-Japanese category of websites.
