Using the tab-key a / is automatically attached.

$ cp Do             + tab-key =  $ cp Downloads/

$ cp Downloads/ De  + tab-key =  $ cp Downloads/ Desktop/

I only would remove a /, if there is a reason to do so.

IOW depending to what I want, I would run

$ cp Downloads/* Desktop/
$ cp -r Downloads/ Desktop/

just because I use the tab-key.
