No, the rsyslog.conf man page is out of date (last change in
October 2012) and very incomplete. For instance it doesn't say
anything about the "-" in front of pathnames (which you can find
in in many places in /etc/rsyslog.conf). You should look at

  /usr/share/doc/rsyslog-doc/html/rsyslog_conf.html

instead.
