Check "apt-conf dump" for "Aptitude::Keep-Suggests". It's set to
"false" by default.
It seems the command is apt-config dump. And there are no
"Keep-Suggests" here:
$ apt-config dump|grep -i suggest
APT::Install-Suggests "0";
