Well... not a command per se, but the package "equivs" contains commands
that can generate dummy packages for you.

Technically, a dummy package is never "needed" - otherwise it would not
be a dummy (!). But it is useful if you want to use a locally-installed
version of a package that other packages depend on: The dummy package
will fool the package management system into thinking the dependency is
resolved.
