Traffic shaping of this type is typically done at the edge router. You simply plug in the LAN IP and set the in/out rate limits either wholesale or by service type. The router obviously must support this. Unfortunately not many consumer routers do. So you either move up to a more expensive commercial unit, or build another Linux box and install the appropriate software, such as wondershaper. Your current problem is that you're trying to do too much within a single host.
