No no, don't use apt-get. If you want to install via apt-get, the package must 
be in /var/cache/apt/archives.

Just install it with 

dpkg -i /path_to_where_the_package_is/googleearth_bla.deb

as root.

Dependencies should then also be shown. If some libs are missing and the 
googleearth package could not be installed, just install the libs manually. If 
all needed libs are installled, the package will automatically finish its 
installation.
