Opera is commercial (proprietary) software and can only be distributed
by the copyright holder. However, Opera has actually been pretty nice
about packaging their software for a variety of platforms and
architectures (including Debian!)

But, Opera *sucks*. To be truthful, no longer is there any
non-free web browser superior to any open-source alternative, even on
Windows.
