Install makedev in the chroot, or create the device file with mknod directly (mentioned later on the wiki page): mknod /armelfs_debian/dev/ttyS0 c 4 64 > Is it even necessary? Usually /dev is mounted as a devtmpfs these days, and the kernel automatically creates device nodes there, so you only need the /dev directory which can be empty. But I don't really know Android.
