Solved after read the manual. Either edit /etc/exim4/conf.d/router/800_exim4-config_maildrop, comment out the line contains check_local_user, or rename this file to 950_exim4-config_maildrop so its precedence lower than 900_exim4-config_local_user, or, add prefix “real-” to the user@localhost so it will bypass maildrop.
