A Windows installation "from scratch" is when you go to the shop and pay $250
USD for a copy of Windows 7, return to your home, proceed with the installation and... oh, surprise! Is that a BSOD? >>;-)

Leaving the rest for later, but:

In that case, would an official downloaded-straight-from-Microsoft install ISO
be enough for "from scratch" for your purposes? I believe I have access to that
at work; we usually customize things further with an autounattend.xml on
separate media, but the base install disc is unmodified AFAIK.

For XP, the situation is similar, though we have slipstreamed in SP2 and SP3
rather than re-downloading pre-slipstreamed official Microsoft ISOs.
