Replying to my own post with more information. I notice that the first three files that are downloaded during a netinstall are userdevfs, pcmcis-cs-udeb, and libc-udeb. I can't find any of these in ftp.us.debian.org . I suspect that there is another fork, recently introduced into the debian package repository directory structure, and I need to add something to sources.list in order to populate the packages, and resources files within my apt-proxy.
