It seems like the connection is saturated, though under normal circumstances it that wouldn't cause the level of trouble that you are seeing. It might be worth investigating the settings on the IPCOP box. Your theory about buffers could well be correct, but probably the simplest thing to do is limit the maximum speed to around 95% of the available bandwidth (may require some experimentation).
