You can check your system-wide *usage* with iftop or bwm-ng. I do not know of any package in Debian that automates up/down bandwidth testing. But you can look at <http://wiki.debian.org/green/Router> for a script I wrote that does it. It requires that hardcoded upload/download services be available.
