Debian packages should either work right out of the box, or provide hints to docs to set them up. I've never used horde3 myself, I merely pointed you to the good old proven way of restarting server services, sudo works too. ..also chk 'dpkg -L horde3' for docs and config files that you may have missed, or misunderstood. Is there e.g. an /etc/default/horde3 file? May have a mention like "# Start_horde_server=0" or somesuch. ..yes, I'm speculating now, it's time for someone who knows horde3 to pitch in.
