You're not likely to piss off a DD by submitting a real bug (speaking as
a DD).

However, evalutate the helpfulness of doing that versus sending it
upstream yourself.  I don't mind receiving such a bug report for core
functionality of a package, specially for a package that gets updated
upstream often.  However, submitting a bug report for an obscure
lisp function in Emacs, which gets a new upstream release about once a
year, is not very helpful.  It clogs up the BTS and the maintainer
will have to revisit the bug much later to see evaluate if it was fixed
in a new version (unless he patched it himself).  Just my opinion of
course.
