Yes, but it runs.  So it is installed.  Things are often not "installed" in 
the menu.  In KDE 3.5.x it is very easy to put an icon there.  (Which he says 
is what he wants.)  And I imagine that the same is true of other DEs. 

Firefox is not unique in this behaviour.  I agree that having to run an 
installer as such is the less usual.  I have not had to do it for some while.
