Again, we're at crossed purposes.  The problem isn't local.  
Here is my explanation again, step by step.
* I sit in front of the console of dalton.
* Using Iceweasel in Squeeze, open this. 
"http://members.shaw.ca/peasthope/#Links";
  It's public.  Have a look.
* There I see the link with anchor file:///Category2.html and target the same.
* Click on that anchor.  I expect dalton:/home/peter/Category2.html 
 open but nothing happens except for the message to the Iceweasel 
 error console.  Ref. earlier message.  Is there a syntax such as 
 dalton.invalid:file:///Category2.html ?  
* Save the page "http://members.shaw.ca/peasthope/"; onto storage of Dalton.
* Open that page on Dalton.
* Now in this image from the local copy, click on the anchor 
file:///Category2.html.
* Now Category2.html opens.

The steps above demonstrate that the link from dalton:/Category2.html 
to dalton:/home/peter/Category2.html works.

A reasonable hypothesis.  Normally files are put there with 
"ftp://peasth...@ftp.shaw.ca/";.  Only files are there.  No sub-directory.  But 
I don't 
see the relevance.

As mentioned a few days back, the third of those file URIs 
"file:Category2.html" works for ETHNO.  Is this only a quirk of 
the ETHNO interface?  Doesn't make sense that Iceweasel doesn't 
know what to do when a link targeting file:///Category2.html 
is clicked.  What could be simpler?  Should be only a security 
issue.  The source code will explain of course.  If it can be 
comprehended.  Ugg.
