To follow up (I had provided some of this in an earlier post-sorry I 
didn't include it in the recent one) This modem is not a winmodem it is
an internal PCI slot modem located at /dev/ttyS4.  
I have been unable to figure out how to get it recognized. Looking in 
/dev I don't see a /ttyS4 I tried to copy and rename another similar 
file but  that doesn't work. Any suggestions??

Is it a winmodem? 
 
Maybe the other distros you tried came with a precompiled kernel with a  
winmodem driver. 
 
If it is not a winmodem check your serial configuration, maybe that  
device does not exist it is /dev/ttyS0 or 1 or 2 
 
Also if it is not a winmodem try minicom and see if you can communicate  
with the modem or not. 
 
There are a lot of web pages about strings you can send to your modem to  
initialize it, generally ATZ works.. though some modems require more  
than that to work (my old 28.8 needed more..)
