Nope, sorry :-( Are you getting any error message or warning? Do you see any traffic going on with "tcpdump"? Just 2 additional notes. By reading the man page, it seems that a proxy value has to be defined as "url", so maybe it expects something in the form of "http://host:port" :-? And by defining "tracker_dump = /path/to/file" maybe you can get further information about the problem.
