The one thing that jumps at me is that you don't have a "run as" user set STOP ALL= (root) NOPASSWD: SLEEP, HALT, REBOOT -- To UNSUBSCRIBE, email to debian-user-requ...@lists.debian.org with a subject of "unsubscribe".
