The compiler/linker determines it when the binary is compiled. Use 'ldd' to see what libraries a given executable is linked against. The symlink thing is so that the compiler's command line arguments don't need to know the version (just, eg, -lgtk) and then the compiler/linker follows the symlinks to resolve the actual file needed to run the resultant binary.
