Have you installed sshd on your Debian machine?
apt-get install openssh-server
What happens when you log in at the console of your Debian machine and
then ssh to the same machine?
ssh localhost
What happens when you log in at the console of another machine and then
telnet to port 22 of the Debian machine?
telnet debian 22
(Substitute your Debian host name for 'debian', above).
