There's a considerable body of opinion to the effect that in most cases those stamps aren't worth the ink they're printed with... partly due to technical deficiencies in the regulations and partly to abuses of the self-certification process. In the letters pages of Electronics World, the subject is like C-R antispam devices on this list.
