I have done several installs using the most annal level of decision
making. I do not recall a question about where to get the packages for
the security updates. Without a question, I don't see how one can
preseed an answer. Or am I missing something?

Anyway, I do recall seeing a question as to whether or not you want to
fetch the security updates. Since you are intending to fetch the main
body of packages from a local mirror, I see no danger in you answering
'no' during the installation and then as a first bit of maintenance on
the new system, install the security updates through your local
mirror. I have done this (without ever using preseed). I know approx
handles security and volatile for everyday local mirroring which you
will probably want to do anyway. This first package update will
preseed your mirror (a very different use of the word 'preseed' ;-)

For approx, these are to two lines in approx.conf:

security        http://security.debian.org/debian-security
volatile        http://volatile.debian.org/debian-volatile

For debian main, you should point approx to a local mirror in your part
of the world.
