1.3.3.12 is not the latest stable version. 1.3.3.13 is.  Often users 
will opt for Debian unstable just to get the latest versions of 
packages.  But builders of software apps, including Scribus and 
Krita, would prefer if the unstable versions of their packages not 
be used by anyhone for production work. There are too many 
tear-stained messages from those who are using (against all advice) 
the unstable version for production work. Something bad happens, 
they can't complete their project properly, but in the case of 
Scribus at least they can't back up to a stable version without 
starting all over.  1.3.5 files can't be read by 1.3.3.X. The 
format changed with 1.3.4.

So the program authors prefer that the unstable versions not be 
included in any distribution.  Those who want to experiment with an 
unstable version can download the latest overnight version with 
SVN, compile it  and toy to their heart's content. Their fiddling 
is indeed essential to the development process.  

The problem is with the definition of stable/unstable in the world 
of Debian, Slackware etc.  Too often the "stable" release is behind 
the times significantly.  Using the standard tools in the Debian 
distro you have two bad choices, live with an obsolete release or 
take chances with an unstable one.  The latest stable release falls 
through the cracks.   Those who develop both Scribus and Krita 
prefer that the unstable version not be included in any binary 
release.  I am only passing on the message.
