There is Andrea Mennucci's debdelta¹ which should about provide the functionality of delta-rpm, however it is not very well integrated with apt. And the deltas are stored on a non-Debian server which may not have the greatest bandwith. Still, for people with a slow Internet connection tracking testing or unstable it is probably worth a try.
