Not normally.

Processor auto-affinity, plus programs with different amounts of CPU usage 
between voluntary relinquishing the CPU.

Just considering those 3 processes, that CPU usage pattern seems natural and 
probably gives better performance that migrating the processes between CPUs 
in an attempt to level usage.
