Control center means KDE3, so you must be running Squeeze, correct?
Does the "test" button in this dialog work?

With KDE up and running, check the output of

lsof $(find /dev -group audio)

to see which processes might be blocking the audio device(s). It might
furthermore help if you show us the output of

aplay -l
