Did you check the documentation in /usr/share/doc/postgresql-8.3* , especially "README.Debian(.gz)" files? (It's been a while since I used postgresql myself, so I lost track of its current status in Debian.) You should also check if the process is actually running, as well as which ports and sockets it has open.
