Yeah, there a lot of Debian packages.  If you have some time, you might help 
out some of the ones that you use that need some TLC.  Install devscripts and 
run wnpp-alert.

Info is not preferred by many outside of the GNU project.  Also, much of the 
GNU project's documentation is not freely modifiable, so it is not allowed in 
Debian proper.  Most binaries in Debian will have a manpage.

I don't think what you mention is trash, since most of it is required (for 
good reasons) by Debian policy.  Also, installing a few -doc packages 
generally fills it up with useful stuff.

A Debian user shouldn't be required to have a working, reliable connection to 
the Internet to answer the questions that these documents answer.

It is in the non-free repository (because it is not freely modifiable).  The 
package name is "glibc-doc-reference".
