Read the relevant manpages: man 5 etc-aliases man 8 newaliases In short, the /etc/aliases file is much more limited in exim, although Debian's exim does use it by default. Newaliases is only there for compatibility and is a no-op; exim does not "compile" the aliases file--it parses it for each mail.
