That's when the sender needs to trim out what doesn't need to be there. It's not necessary to quote the entire previous e-mail. The reader shouldn't have to read the entire previous message to understand what someone is replying about. They also shouldn't need to read the reply before that, either. If they do, they should go back and reference the thread and go from there.
