The Section is taken from the package's metadata in the FTP archive, which is stored in /var/lib/dpkg/status You can see this by running "dpkg -s flightgear". Menu entries are stored in /usr/share/menu and ... um ... some other place in /usr/share for Gnome-specific menu entries. There is no technical relationship between menu entries and sections. Normally a maintainer who created menu entries for a game would put them in the Games section, but obviously this can't be done automatically :-).
