Probably the first-pass greedy resolver removed apt-listbugs when libgettext-ruby1.8 was installed. Which reminds me, I can submit that patch to apt now to make it so that I can block the first-pass resolver from removing packages and doing other undesirable things (it was blocked by the lenny freeze).
