  Configure either noip to run:

    sudo -u YOURNAME /path/to/script/to/run

  Or change your script to be:
    #!/bin/sh
    sudo -u YOURNAME /path/to/other/script

  (If you can't allow spaces, etc, in your no-ip configuration.)

  Then configure your copy of sudo to allow "nobody" to run
  "/path/to/script" as you without any password.
