The "* * *" lines mean that you do not receive the ICMP TIME_EXCEEDED
responses from this host, so something is blocking them; this could
happen at the level of your internet provider. This is probably the
reason why netselect fails. Here is how the output should look when it
works:

It is a coincidence that I also have exactly 18 steps to the server (I
am in Spain), but I think it is reasonable to expect that the last steps
should be the same for you. These hosts all send the TIME_EXCEEDED
responses; if you do not see them then something must be blocking them
at your end.
