You can rebuild the package with the same options the maintainer used by
running `debuild' [1].  Otherwise you can take a look at the file
debian/rules, and the `build' target there.

More information about the source layout of Debian packages can be found
for example in the Debian New Maintainer's Guide [2].  I think sections 4.4
and 6 might be of interest to you.
