ALSA replaced OSS, not the other way. ALSA has an OSS compatibility layer and it provides OSS to apps that haven't been transitioned. ALSA is the preferred system now. There are also several other intermediate layers that can be used between ALSA and an app, e.g., Pulse Audio.
