So, that's why I think a good system administrator is needed at first, after that, it's better if he manage how to use scripts, tools like svn/git and puppet for example. But, I'm OK with you, If a tool could exist to simplify that kind of management, it will be great. A web interface, a modular design, plugins, a great community...
