It seems to be broken or at least outdated. I would get rid of it. (The linker gives precedence to libraries in /usr/local/lib because it assumes that the sysadmin deliberately put them there to override the normal system libraries.) Your Gimp should work again as soon as it uses the correct library in /usr/lib/. You may have to run "ldconfig" as root after you remove the other file to rebuild the linker's cache.
