I was always configuring my cups through the web interface. Once a printer is configured there as default, usually it appears automatically in the OO as a default printer. Try issuing in your browser: http://localhost:631/admin > /usr/share/oo /etc/oo and /usr/lib/oo directories as well. I have done > this both as normal user and as sudo.
