Not always.  Some components are soldered to PCBs after flow soldering
and de-fluxing, because either the heat or the cleaner will damage the
components.  For example, I've seen connectors made from certain types
of plastic melt when flow soldered, and others dissolve in the cleaning
agent.

To be fair though, this is not often the case with mobos.
