I have already created my own Console-Font so I can write english, german, french, spanish, turkish, arabic and farsi, but in UNICODE. It is difficult to make the font, but the whole set does not exceed the 512 character limit and I have many chars free... under xterm you need only ONE font which support all desired languages and then you should use, e.g., for mutt the "set display_filter=fribidi" string BUT (!!!) use the one (version 2) from upstream since it has heavy changed and does now support the shaping and oter stuff. Now it works for arabic and farsi.
