I think this is one of the purposes of apt-pinning. BTW, IIRC you must 
set a negative priority (I guess -1 will do) to prevent the package from 
being installed.

You could also investigate what is pulling the "offending" packages. I 
think they are recommended by a lot of other packages so I guess you 
could turn recommends off for upgrades, though, AFAIK recommends are 
only pulled on the first install of a package.
